The NGO Lalana will implement the project "Support for the Local Management of Communal Road Networks through the Establishment of Operational Road Maintenance Structures (RMS)," funded by Fanainga+, over a period of 18 months (December 2024 - June 2026), in 7 communes from the Vakinankaratra and Matsiatra Ambony regions.

In practice, the implementation of the Communal Road Policy (CRP) consists of two main phases: the first involves the establishment of the road policy itself, and the second focuses on the creation and operationalization of the Road Maintenance Structures (RMS).

The communal road policy will result from local consultations among all stakeholders, while road maintenance will be carried out by the RMS, which will be trained and supervised to ensure their effectiveness.

The objective is to empower local leaders, the RMS, and citizens (road users and project beneficiaries) to take responsibility for their road networks.

This is why the team has chosen to name this initiative "Lalanay", which means "Our Roads".

Given the vulnerability of the Malagasy population, the World Food Programme (WFP) strategic plan in Madagascar aligns with national and international priorities. It is designed to help the country halt and reverse the deterioration of food security and nutritional status in recent years. The goal is to rebalance collective efforts towards achieving SDG 2: Zero Hunger, making tangible progress towards this objective, as well as investing in human capital development, social protection, and health. In this context, the NGO Lalana has been mandated to carry out a targeting mission in 27 communes, distributed as follows: 4 communes in the Ikongo district, 12 communes in the Manakara Atsimo district, and 11 communes in the Vohipeno district, to identify beneficiaries for WFP's emergency and resilience activities in these intervention areas.

For the year 2022, and in relation to the context linked to natural disasters in particular cyclones, drought, fires, food insecurity, the Tany Meva Foundation has taken the initiative to finance projects which will make it possible to mitigate/ reduce the related negative effects/impacts in the Mananjary district. The NGO Lalana and the Municipality of Anosimparihy presented a project for the rehabilitation of a school building which was selected by the Tany Meva Foundation after the various selection phases.

The Mayor of the Commune Marondry came to seek the help of the NGO Lalana because he is convinced that the poor state of the road constitutes a considerable obstacle to the socio-economic development of his Commune. He manages to mobilize the local population to carry out community road works, but due to a lack of know-how and minimum knowledge of road techniques, the works always have to be redone after each rainy season.
